FISH was developed for special education teachers, paraeducators, and parents working with individuals with severe developmental disabilities, to help determine the ability to perform certain functional activities in daily life. It helps increase personal independence in those with autism, mental retardation, and related disorders.
The FISH assessment instrument helps determine goals for future educational or developmental training programs. Sample lesson plans are provided, with teaching technique examples for each item evaluated, relating the assessment directly to the curriculum. It is a criterion-referenced series of 421 tasks.
When used for pre-training and follow-up skills assessment, FISH is helpful in evaluation the effectiveness of an educational or rehabilitation program, in providing clear accountability for teaching efforts. Student progress in visually observable.

FISH has a structured curriculum, designed for the developmentally disabled. Upon completion, individuals will have a list of skills that can be performed independently.
